Everything you need to know about renewing your Withdrawal Agreement TIE card in Spain. Documents, process, fees, and regional variations explained.
When to Renew
Up to 1 month before your TIE expires
Note: Some offices may refuse early renewals (see warning below)
Up to 3 months after expiry (accepted but may incur penalties)
Administrative sanctions may still apply for late submissions
Regional Inconsistencies Warning
Many extranjería offices across Spain are refusing early renewals despite no published national directive supporting this practice.
Affected regions include:
Madrid reportedly continues allowing early renewals. If uncertain about your local office, consider waiting until after expiry to avoid wasted appointments.
Required Documents
Valid Passport
Original + copy. If expired, bring the expired passport copy plus proof of renewal application.
Form EX-23 (Not EX-17!)
Completed application form + one copy. UK nationals under the Withdrawal Agreement must use EX-23, not EX-17.
Download EX-23 (PDF)Important: Some officials may incorrectly ask for EX-17. If this happens, show them the wording at the top of EX-23 which reads "Solicitud de tarjeta (art. 18.4 del Acuerdo de Retirada)" - this confirms it's the correct form for Withdrawal Agreement holders.

If Your Early Renewal Is Refused
If an office refuses your early renewal, here's what you can do:
- Request written documentation of the refusal policy
- Ask specifically who issued the restriction order
- File a queja (complaint) or request public information under Spain's transparency laws
- Contact the British Embassy if you continue to be blocked
Practical advice: Unless you're certain your local office accepts early renewals, it may be wiser to wait until after expiry to avoid wasted appointments and frustration.
